Changed formula?

I bought this to replace a previous Estee Lauder bronze goddess bronzer in light which is getting a bit low. I was very surprised to receive this as it is so light it could barely be described as a bronzer - more of a face powder :-( Why did Estee Lauder decide to change this. I found that it made my skin itch as well so they have clearly changed the formula. It looks like the hunt is on again for a new bronzer!!
